Ten Seconds from the Sun by Russell Celyn Jones

Ten Seconds from the Sun centers around Ray Greenland, a Thames river pilot who carries a secret identity and a past he wants to keep hidden. As a 12-year old boy, he committed a heinous murder, and after 10 years in prison, he'd been released with a new identity to protect him. Ray has since married and had two children without informing his wife of his past or his probation officer that he's married, both against the rules of his probation. Ray lives in fear of being exposed and tries to enjoy his new life, but his half-sister Celestine makes an appearance and does her best to blackmail him for her silence. The past Ray so desperately wants to leave behind threatens to undo all that he's built since then.
